The word "Mevaker" stems from the Biblical idea of "Bikoret" (Leviticus 19:20) for an inquiry or to check into something (also found in Ezekiel 34:12). The person making the inquiry for all bureaucratic and administrative problems in the country is the Mevaker(et) Hamedina. The word "Bikoret" can also mean a review or criticism like "Bikoret Sefer" (book review). Either way, it should not be confused the word for visit, "Bikur" as in "Bikur Cholim" (visiting the sick). However, if you read the past report of the Mevaker Hamedina regarding the status of the government, there must be a link between the two words…. And remember, there is never any "Bikoret Bonah" (constructive criticism).
